The Federal Information Security Management Act of 2002 (FISMA) requires that all Federal agencies develop information security programs, which include the certification and accreditation of systems that support the agencies, including those managed by contractors. The Federal Certification & Accreditation (C&A) process involves the development of a System Security Plan that documents the controls and requires supplemental documentation in order to be certified. Developing and documenting the C&A package can be a time consuming and challenging process for an organization with limited exposure to Federal government operations and requirements.
